Blair Park Pool Facility Update
On Monday, August 2, after considering all community input, the Board of Commissioners endorsed a community pool concept, which includes amenities and features as indicated in the Concept Diagram. Please note this plan is conceptual in nature and is subject to further refinement.
The recommended concept includes:
  • 50-meter/25-yard combination pool,
  • Renovated bath house,
  • 3-meter and 1-meter diving boards,
  • Drop slide,
  • 2-4' leisure water with play features, and a
  • Separate wading pool.
The cost of this project is estimated at $7.15 million.

Additionally, on August 2, the Board determined the Park District will seek community support of a five-year $3.55 Capital Replacement and Improvement Plan. To fund these initiatives, the Board of Commissioners unanimously adopted a Resolution to place a $10.7 million bond referendum on the November 2, 2010 Election Ballot.

The Board will continue to seek all other financial funding options for the pool, i.e., naming rights, partnerships, and grants and proactively apply for grants related to the short-term Capital Replacement and Improvement Plan.

Blair Park Pool Amenity Survey
The Board of Commissioners is carefully considering all options to determine the future of the Blair Pool Facility. The options span the spectrum from closing the facility, to the cost effectiveness/feasibility of short-term repairs, to construction of a new facility. The Board has determined the costs and life span of short-term repairs, but in order to make an informed decision they must also know the cost of replacement.

To accurately assess the impact of a new facility, the Board must develop a conceptual pool design and cost analysis to realistically consider the financial impact of replacing the Blair Park Pools (Wading and Main). This data is essential to make an informed recommendation to the Lake Bluff residents about the future direction of this important community asset.

Lake Bluff residents participated in a survey to help the Park District decide which pool amenities were most important, as we determine Lake Bluff's needs and the costs associated with each option. The results of this survey are being reviewed at this time and will be made available to the public in the near future. Thank you to everyone that participated in the survey!

Blair Park Pool Condition
In an effort to comply with the Virginia Graeme Baker Pool and Spa Safety Act (VGB), the Lake Bluff Park District has learned that it needs to address some significant concerns with the Blair Park Wading and Main Pools. It is hard to believe, but the Main Pool was constructed 37 years ago (1973) and the Wading Pool was constructed 19 years ago (1991).

The Park District hired FGM Architects and Aquatic Excellence to complete a Pool Audit. This report indicated that the Wading Pool was leaking and requires significant repairs estimated over $500,000. In addition, the Main Pool has significant repairs recommended to be completed within 1-2 years. In addition, the Park District learned that both the Main Pool and Wading Pool are leaking, and that the Main Pool and Bathhouse require significant repairs. Some of the needed upgrades and repairs are due to changes in code requirements, but other conditions, especially the leakage (Wading Pool - 200 gallons/hour), are due to the age of the structures. On January 18, after reviewing the Wading and Main Pool options presented by Staff, the Board of Commissioners made the following decisions:
  • To close the Wading Pool for the 2010 season and determine the viability of reopening in 2011 and authorize the Executive Director and Future Planning Committee to develop a timeline and process to address long-range wading pool concerns.
  • To replace and install the surge tank, take down the waterslide in the spring of 2010 and authorize the Executive Director and Future Planning Committee to develop a timeline and process to address long-range main pool concerns.
The Summer Camp swim lessons will continue as usual and staff is developing a plan to offer water activities for Kids Town. Swim Team and Lessons will be offered in their usual format.
